This is actually a part of the fledgling process. The male, in this case, feigns feeding the hungry chick and then flies away to a nearby treetop and then calls/entices the youngster to come and get it! The chick, however, is so hungry that it will often peck and grab the parents stomach in order to prevent it from leaving so soon.
